The City of Warren is a vibrant community of 10,000 situated along the Allegheny River on the edge of the Allegheny National Forest. A magnet for year round outdoor recreation, Warren and the surrounding communities attract visitors from across the Northeast, and have hosted such notable events as the National Canoe and Kayak Championships. On May 19 and 20 Warren will play host to the Gus Macker Basketball Tournament at Clifford R. Betts Memorial Park.
 
More commonly known as Betts Park, this property certainly lives up to its designation as an active park. It is the home of the Warren Area High School Tennis Team, several adult softball leagues, and the site of Warren County Youth Football League practices. The park is located just off of Route 6 on Ludlow Street and is the site of several annual and biennial events including the Jaycees' Industrial League Softball Tournament, Warren County Humane Society Softball Tournament, the Humane Society's Paws in the Park, Jaycees Fourth of July Celebration, American Cancer Society Relay for Life, Warren General Hospital Gala, Exchange Club and Kelly Miller Circus, Pennsylvania Canoe and Kayak Championships, and the USCA Canoe and Kayak Championships.

For those wishing to enjoy the park at a more leisurely pace, a walking trail follows the park perimeter and offers tranquil views of the Allegheny  River. The eastern portion of the trail passes the Penn State Master Gardeners' Trial Garden where several species of flowering plants developed by the Penn State University Horticultural Department are grown and evaluated.
